REALIGNMENT OF LANGUAGE QUALIFIED SOLDIERS SERVING IN OVER STRENGTH MILITARY OCCUPATION SPECIALTIES (MOS) INTO 35P
(CRYPTOLOGIC LINGUIST) THROUGH RECLASSIFICATION/REENLISTMENT FAST TRACK PROGRAM Issued: 02 Jun 11

1.  THIS MILPER MESSAGE IS EFFECTIVE IMMEDIATELY THE DATE OF THIS MESSAGE AND WILL EXPIRE NLT 30 SEPTEMBER 2011.

2.  THE ARMY CONTINUES TO EXPERIENCE SHORTAGES IN LANGUAGE DEPENDENT MILITARY OCCUPATIONAL SPECIALTIES (MOS)
RESULTING IN READINESS ISSUES ACROSS THE FORCE.  AT THE SAME TIME MANY SOLDIERS WITH LANGUAGE SKILLS ARE SERVING IN
AN OVERSTRENGTH MOS PREVENTING PROMOTION INTO HIGHER RANKS AND IMPACTING ASSIGNMENT OPPORTUNITIES.  AS A
RESULT, HRC IS PLACING MOS 35P, CRYPTOLOGIC LINGUIST, IN THE FAST TRACK PROGRAM FOR A PERIOD OF 90 DAYS FROM THE
DATE OF THIS MESSAGE.

3.  SOLDIERS CURRENTLY SERVING IN AN OVERSTRENGTH MOS WHO SPEAK ONE OF THE FOLLOWING LANGUAGES: PUSHTU, DARI,
PERSIAN FARSI, KOREAN, ARABIC, AND FRENCH ARE ENCOURAGED TO REQUEST RECLASSIFICATION INTO MOS 35P.  
RECLASSIFICATION WILL PROVIDE BETTER PROMOTION OPPORTUNITIES AND CAREER PROGRESSION WITHIN THE MILITARY
INTELLIGENCE FIELD.  IF THE DESIRED NUMBER OF RECLASSIFICATIONS ARE NOT ACHIEVED IN 90 DAYS, HRC MAY EXECUTE DA
DIRECTED RECLASSIFICATIONS IAW THE NEEDS OF THE ARMY.

4.  THE FOLLOWING PREREQUISITES MUST BE MET TO REQUEST RECLASSIFICATION FROM AN OVERSTRENGTH MOS TO 35P
THROUGH THE FAST TRACK PROGRAM:

A.  OBTAINED A 2/2 OR HIGHER RATING FOR READING AND LISTENING ON THE DEFENSE LANGUAGE PROFICIENCY TEST IN A
LANGUAGE LISTED IN PARAGRAPH 2.

B.  SOLDIERS MUST BE IN THE RANK OF PFC THRU SSG NON-PROMOTABLE.

C.  POSSESS A TOP SECRET OR AN INTERIM TOP SECRET CLEARANCE GRANTED BY CCF.

D.  POSSESS A 95 IN APTITUDE AREA ST AND A MINIMUM PHYSICAL PROFILE RATING OF 222121. SOLDIERS CANNOT HAVE A
NON-DEPLOYABLE PROFILE MEDICAL READINESS CLASSIFICATION CODE (MRC) OF 3B AND MUST BE FULLY DEPLOYABLE TO ALL
LOCATIONS AND ECHELONS.

5.  SOLDIERS WHO MEET THE CRITERIA IN PARAGRAPH 4 ABOVE SHOULD CONTACT THEIR UNIT CAREER COUNSELOR FOR
ADDITIONAL INFORMATION ON SPECIFIC MOS QUALIFICATIONS AND THE RECLASSIFICATION PROCESS.  ALL RECLASSIFICATION AND
REENLISTMENT REQUESTS MUST BE SUBMITTED TO HRC VIA THE RETAIN SYSTEM.

6.  SOLDIERS WHO HAVE RECEIVED AN ENLISTMENT OR REENLISTMENT BONUS FOR THEIR CURRENT MOS WILL NOT HAVE TO REPAY
THE UNEARNED PORTION OF THEIR BONUS UPON RECLASSIFICATION.  SOLDIERS WHO ARE RECLASSIFIED THROUGH THE FAST
TRACK PROGRAM WILL RETAIN THE ORIGINAL INCENTIVES AS LISTED IN THEIR CONTRACT AND DA FORM 3286 (ANNEX B).

7.  CAREER COUNSELORS WITH QUESTIONS REGARDING THIS MESSAGE SHOULD CONTACT THEIR APPROPRIATE COMMAND
RETENTION OFFICE FOR CLARIFICATION. HRC POC IS THE CHIEF, RETENTION AND RECLASSIFICATION BRANCH.
