1. THE ESTABLISHMENT OF STRUCTURED SELF-DEVELOPMENT (SSD) COURSES MODIFIED THE FORMAL
NONCOMMISSIONED OFFICER EDUCATION SYSTEM (NCOES) TRAINING PATH.  THE NCOES TRAINING PATH
REMAINS SEQUENTIAL AND PROGRESSIVE.  THE TRAINING PATH IS AS FOLLOWS:

A.  SSD-1 (MINIMUM ELIGIBILITY REQUIREMENT FOR RECOMMENDATION TO SGT).

B.  WARRIOR LEADERS COURSE (WLC) (MINIMUM ELIGIBILITY REQUIREMENT FOR RECOMMENDATION TO SSG).

C.  ADVANCED LEADERS COURSE (ALC).

D.  SSD-3 (MINIMUM ELIGIBILITY REQUIREMENT FOR RECOMMENDATION TO SFC).

E.  SENIOR LEADERS COURSE (SLC).

F.  SSD-4 (MINIMUM ELIGIBILITY REQUIREMENT FOR RECOMMENDATION TO MSG).

G.  SERGEANTS MAJOR COURSE (SMC).

H.  SSD-5 (IN DEVELOPMENT).

2. ARMY DIRECTIVE 2013-15 STIPULATED A REQUIREMENT TO SYNCHRONIZE NCOES AND PROMOTIONS.
THESE NEW REQUIREMENTS ARE A DELIBERATE, CONTINUOUS, SEQUENTIAL AND PROGRESSIVE TRAINING
PATH DESIGNED TO PRODUCE COMPETENT LEADERS.

3. EFFECTIVE 1 JANUARY 2014, THE DIRECTIVE LINKS COMPLETION OF SSD COURSES TO PROMOTION
ELIGIBILITY.  ON THE NCOES TRAINING PATH, SSD COURSE COMPLETION REPRESENTS THE MINIMUM
REQUIREMENT NEEDED TO ATTAIN PROMOTION ELIGIBILITY.  FOR EXAMPLE, A WLC GRADUATE IS OTHERWISE
CONSIDERED FULLY ELIGIBLE FOR PROMOTION RECOMMENDATION TO SGT AND WILL NOT BE REQUIRED TO
GO BACK AND COMPLETE SSD I.  IN THIS EXAMPLE, THE WLC GRADUATE'S FOCUS IS ON COMPLETING ALC,
NOT SSD-1, WHICH REPRESENTS THE NEXT PROGRESSIVE AND SEQUENTIAL TRAINING REQUIREMENT.

4. EFFECTIVE 1 JANUARY 2014, SOLDIERS WHO ARE NOT ALREADY SLC GRADUATES MUST BE GRADUATES OF
SSD III TO BE CONSIDERED FOR PROMOTION TO SFC.  GRADUATES OF SLC ARE CONSIDERED FULLY
QUALIFIED, FROM A MILITARY EDUCATION PERSPECTIVE, FOR PROMOTION CONSIDERATION TO SFC AND WILL
NOT BE REQUIRED TO GO BACK AND COMPLETE SSD III.

5. EFFECTIVE 1 JANUARY 2014, ALL SFC MUST BE GRADUATES OF SSD IV TO BE CONSIDERED FOR
PROMOTION TO MASTER SERGEANT.

6. THIS POLICY WILL BE INCORPORATED INTO THE NEXT PUBLICATION OF AR 600-8-19, ENLISTED
PROMOTIONS AND REDUCTIONS.
